Get a bag of buttons. They usually have little theme sets and are really cheap.
Tons of i spy bag sellers will sell you a small assortment of supplies as well:

I want to make some ISpy bottles. Where can I find miniature apples, bears, cats, dogs etc let say for an alphabet themed bottle?? I don't want to buy packages of bears, just 1. I'm having a hard time.

I have used the miniturines that are for doll house. It is really small, the only thing is that it usually is two to four items per bag. But I have found once I made one bag, I wanted to make them for all of my kids friends for birthdays because they are so much fun to play with. I also have found stuff at the dollar store, if you just look around you can find tons of little toys to put in one. I have used buttons too. When I started making them I went through my kids room and found all the toys/games that were missing pieces.
I always ended up buying little bags of buttons, beads, or dollhouse miniatures. If I couldn't find what I wanted I would attach small stickers to posterboard and cut it out.

Dollhouse section of the craft store!
E-bay?
Bubble gum vending machines? For .50 or .25 cents, you can get a toy from those things.
We did this once and it was a blast.. In some of the bottles we used rice and in some of the others we used dried beans.. We did discover to superglue the tops on them.. some kids are too tempted to just open them up..
Check the dollar store and wal-mart. I did one of these a while ago and the kids still love it. Mine didn't have a theme, just different items. Plastic bugs buttons, fake coins, mini paper clips, tacks. I also used alphabet pasta mixed with rice, AND don't forget to superglue the cap on!
We also make some fun bottles with half baby oil and half water and added food coloring. The kids love shaking those around watching the "ocean" or just the cool mixing. Again... be sure to glue the lid on!
Good luck!
What a neat idea ! What kind of bottles are you going to use ? And are you using sand for the filler ?
i have always wanted to do this too, but had no idea where to find the stuff, Plus i'm cheap and it seems like even if you get 26 pieces for ,50 cents thats like $10 bucks and i think you would probably end up paying way more than that. so
it does seem really cute though! have fun with it.
