Maybe a rug pad from a carpet remnant store? You could cut it into 2 layers and then stack them. If you don't care how it looks, that might be a cheap option.
Apparently these are banned in Europe for off gassing. Looking for something soft but washable to put under ds#2s play enclosure.

I always used a quilt or comforter. Easy to wash too.
A blanket or cotton rug?
What about a tumbling mat - Costco has a bunch of different sizes, at least you'd get some use out of it as they grow up too

How about a few good rag rugs(cloth rugs)? Or a thicker pad underneath and a blanket to whisk off and wash as need be?
Is he really going to stay in one spot?
