I always did:
Decorate your goodie bag
Playtime - ring around the rosie and games like that... swing on the swings, water play -- fishing (magnet at the end of the line will connect with something in the water), sand table, lego table, swings, slide, play kitchen, tea party -- the list is endless.
I used to set up different activities and let them choose -- their parents have to stay and help their own kid with the activities.
Cake - I always did cupcakes -- limits the amount of sweet and everyone gets one.
Juice boxes -- no cups -- to much mess.
Other food - finger foods; small cups of: gold fish, cheerios, cheese puffs, etc to eat outside;
Open presents and then -- send them home.

YMMV

Hi HappyMama :)

If you're wanting to go somewhere, Jungle Playland in Mount Vernon is lots of fun!
Or for at home: put hoolahoops around and have them toss the ball into it (different version of a bean bag toss), pick a duck out of a swimming pool (list the prize on the bottom), pinata, coloring station, sticker station, playdough station.

For my kids, instead of goody bag I bought sandbuckets and each time the kids completed a game they would get a prize to put into the bucket. We did the pinata last to top it off.

For food: hot dogs, cheese sticks, popcorn (pirates booty), fish crackers, fruit. For drinks: juice boxes.

Cupcakes are great for this age!

Birthdayexpress.com has super cute themes :)

Have fun!
