Don't feel the need to big a big birthday party. Take her somewhere special that you know she will love (doesn't have to be a big expensive place, just something that will make her super happy) and plan a family dinner with cake and presents.
What to do for a 2 year old girl's birthday when we have no kids her age and she's youngest child in the family that is mostly adults?

At this age the kid doesn't care. Plan an adult party to celebrate and make the day fun for her. Have some nice picture moments. Don't stress about it. They really don't care at that age.
-take her to Chuck E. Cheese
-take her to a playland (think ltl fair, Legoland type of place) of some sort nearby to your home. There has to be something.
-Do you have a fun park w/neat play areas? You can decorate a table w/
helium balloons, streamers, confetti (make it look "transformed").
-take her to a fun place for lunch then a fun kid movie (you'll probably
have to leave early but that's okay)
Just make a fun, different day of it.
-Is there a zoo nearby? That would be a different experience.
Maybe Have a little dinner and cake with the grand parents, aunts/uncles and for her actual birthday take her somewhere fun. We took our son to Disneyland and arranged for the "birthday party" there where you get a little cake to decorate and meet Mickey. If that's too expensive take her somewhere else she likes to go like the zoo or aquarium. 2 year olds don't really remember their parties.
My son turned 2 last year and we went to the park, and I brought cookies (he doesn't like cake)
Have the family come over for an adult party for her and take her somewhere fun for a few hours on her bday (the park, the zoo, or to dinner). Make it fun for her, without being overwhelming or over stimulating for her. You could just take her to the park for a picnic, buy her a balloon, go to the zoo or aquarium, or take her to the Little Gym. I would NOT take her to Chuck E, as that is totally overstimulating. No need for a "kid" party, as this is still young for that.
Go to a local park with lots of fun things for the kids to do. Everyone comes to the tables when it's time to blow out candles and eat cake, open presents, etc...then off they go to play again while the grownups get to hang out and visit.
If she loves attention, have a party with your family and friends and have them shower her with presents and affection (my son had his 3rd birthday party yesterday which was like this and he LOVED it). If she's more on the quiet end though, take her for a special day out - maybe a trip to the park or to a museum or even an amusement park with rides for little ones. She'll cherish the special time with you. And of course, a cupcake or cake with a candle to blow out :)
The Zoo! Or look for a local farm that allows tours and petting, or even to an Aquarium. Decorate her stroller really pretty with a couple balloons, a streamer and maybe a new blanket take her out :)
