Grocery store bakeries have books you can look through for character cakes. They have everything from Winnie-the-Pooh to Incredible Hulk. That's the easiest way to go.

A cake person/bakery can't legally recreate a character unless they have a licensing agreement with the owner of that character. Like Disney owns Mickey Mouse and Sesame Street parent company owns Elmo and Big Bird. Doing so without paying for that licensing agreement can land the cake decorator in very hot water-talking legal stuff and fines!

That being said you can have a decorator create a cake in the style of the character-colors, shapes, etc and then you can add plastic figures that you could find at wal-mart or target.

I have contact with several private decorators in TX so I could see who might be in your area but keep in mind that a custom cake is going to be far pricier than something you'd get at publix, sam's club, or wal-mart.

If you have a picture of the character/cartoon, most places can create it. Have you asked at Walmart? We got our daughter's cupcakes from there for her last birthday, and they were very good. You could also try Costco or Sam's Club. I've had cakes from both places, and they were good, too.
