Barefoot is best inside, Robeez are great for first walkers outside and then when she is playing outside more I would recommend Stride Rite. Their shoes are expensive but try finding an outlet if needed.

Stride Rite SRT Soft Motion.
Right now my DS is all decked out in his 4th outfit which includes some red Converse. Poor kid keeps falling over.
Walks great (as if barefooted) in his SRT's.

I'm a fan of Robeez for my little ones when they start to take those first steps. As they get more stable and are able to roll their foot vs. just planting it to the ground, then I'll move up into a more stable shoe. Target has some good ones after the Robeez.

Bare feet are best, but if she needs something Robeez and Stride Rite are perfect for new walkers.

StrideRite, ain't none finer. Plus, they know way more about your baby's feet than you do!

Robeez mini shoes or Tredz
See Kai Run
Preschoolians

They should have a very flexible sole

ETA - barefoot is best but your not going to let your toddler walk around the mall barefoot, you do need to own a pair of shoes.

A good shoe with an arch support should be enough. A high ankle shoe is not good for them, old school thinking was that it would strengthen the ankle, actually it weakens them.

It was my undersanding that bare feet and Robeez were both for pre walking, but now that your daughter is walking she should have a "real" shoe. I do love Stride Rite, but it is pricey. If you have an outlet think about that. What I usually do is hit Stride Rite first and then once I have a good idea about my child's foot (size, shape, etc.) I can branch out a little better and get some cheaper shoes (Target or sales or whatever), but those shoes really are fantastic!

My son was fine in bare feet till he was walking on outside surfaces.
We had him in sandals when he was > 2 yrs old but it was tough keeping anything on his feet.

Go to Target and get some cheap sneakers. Her little feet are growing so fast spending $45 at Stride Ride just isn't worth it. What I think is more important is to get some little socks with the grippy stuff on the bottom so she doesn't slip on the hard surfaces.

For our DD, we kept her barefoot as much as possible, with the idea that she needed to be able to feel the ground to learn to walk well. When she needed to be outside, we put her in Robeez. And later we switched to Stride Rite for studier shoes for hiking and being at the playground.

IMHO, you can can't put a price on a child's foot development. It will affect them their entire lives. It's false economy in my mind to buy cheap shoes, because if she/he has foot problems later that will be far more expensive.

Barefoot is best, but obviously you can't always let her be without shoes. When it was time to buy good walking shoes for my son my pediatrician told me to get shoes that matched his arch well, had non-slip soles, and good for ankles (not high tops, but shoes that stop below the ankle so they don't interfere with the motion of the foot). Almost all shoes are made differently so it is more important to go by the fit than the brand.

Ditto barefoot and stride rite. You can check the striderite outlet in Allen for less expensive shoes, and also TJ Max and Marshalls.

Both of my children were barefoot most of the time, and that is also what the doctor recommended.

Babies learn to walk best when they're barefoot. I wouldn't get any shoes to learn to walk. I'd let her go barefoot. She can feel the floor much better and figure out how to make corrections easier and faster that way. Shoes are for when she's feeling more confident in walking and doesn't need to feel the floor/ground as much. Babies learning to walk have to be able to feel the ground as much under their feet and the only way to do that is with bare feet.

barefoot is best but if you are going out and need to put shoes on I recommend stride rite. We tried cheaper shoes and my son would trip and fall a lot. We went back to stride rite and solved the problem.

StrideRite shoes are great. Expensive but the soles are very flexible and make it easy for little ones to walk. Used them with my kids and my grand kids. The nice thing was they had size XXW for my grandson with 'flintstone feet'.

Robeez are awesome. My child never slipped with those on our tile floor. You can get an awesome deal (about $12-$15) at Ross when they have them.

I did barefoot with all my kids. They didn't wear shoes of any kinds until they were all walking quite well. Just buy socks with tread! Love those things. It also saves money!

I have a 15-month-old daugher, and I ABSOLUTELY suggest barefoot inside and Stride Rite brand for everywhere else. I would strongly suggest avoiding cheap shoes -- especially cheap sandals for little girls because they so easily trip over the toe area. The Stride Ride sandals cover the toes. I think shoes for your DD are definitely something worth spending money on.

Most docs say they should learn barefoot. It gives them better gripping ability and they can feel the floor better.

my kiddos used robeez and pedi peds (as so many discussed here!)
Once my kiddos got older and needed more "soles" to protect their feet, I went to Naturinos:)
