my two year old keep having busting under the toes.what is that?

Blisters? Cracking? Not sure what 'busting' means... If it IS cracking/severe peeling, you could try rubbing some bag balm into his feet, then putting some thick socks on top of that. have him sit for about 1/2 hour so it can soak in, then either rub it in the rest of the way or rinse it off. I would take him to his pedi. too, just to make sure he doesn't have a fungal infection or something. :)

Maybe feet are too sweaty in her sleepers and then they get dried out, and it's causing peeling. I'm really not sure what "busting" is...

If you mean it's breaking open then I would make sure you clean the area well and keep it moisturized as Red said. Don't use hydrogen peroxide as it will encourage more peeling of the skin, but use soap and water and then put thick lotion and socks at bed time and make sure to dry feet and toes very well after the bath.
